C3 Scope of Work
C3.1. Scope of Work
C3.1.1. Introduction
The Standard for Uniformity in Construction Procurement published in terms of the Construction Industry Development Board (CIBD) Act 2000 (Act no 38 of 2000), the Standard  Construction Procurement Documents for Engineering and Construction Works as issued by the CIDB and any other relevant documentation pertaining thereto must be studied and all principles in this regard must be applied to all procurement documentation, practices and procedures.
Details in respect of the scope of works are also described in clauses 42.1.1 to 42.6 of the form C1.2 Contract Data.

C3.1.2. Extent of The Works
1. The works will take place at five different sites consisting of the following schools in the Eastern Cape: SCHOOL EMIS NO. EDUCATIONAL DISTRICT

2. The scope of work comprises various water, sanitation and fencing work. Each school will require the following:
a) Site clearance, bulk earthworks and retaining walls,
b) Storm water drainage;
c) Paved parking, walkways and assembly areas;
d) Water supplies including drilling and testing for boreholes and installation of new elevated water storage tanks, and
e) Rain water storage tanks, playground equipment and landscaping.

3. The scope further involves the following work (specific to each school):

Construction of 1 x VIP 1 Block (Educator’s Toilets) and 1 x VIP 2 Block (Learner’s Toilets) including electrical installations, and
Removal of existing fencing and installation of new security fencing

Mmangweni Junior
Primary School

Construction of 1 x VIP 2 Block (Learner’s Toilets) including
electrical installations, and
Removal of existing fencing and installation of new security fencing

Mkiwane Senior
Primary School

Renovations to one existing ablution block,
Construction of 1 x VIP 1 Block (Educator’s Toilets) and 1 x VIP 3
Block (Grade R Toilets) including electrical installations, and
Removal of existing fencing and installation of new security fencing

Nazareth Senior
Primary School

Construction of 1 x VIP 2 Block (Learner’s Toilets) including
electrical installations, and
Removal of existing fencing and installation of new security fencing

Skobeni Senior
Primary School

Construction of 1 x VIP 1 Block (Educator’s Toilets), 1 x VIP 2 Block (Learner’s Toilets) and 1 x VIP 3 Block (Grade R Toilets), and Removal of existing fencing and installation of new security fencing

4. Tenderers to take note that other Contractors may be appointed during the construction period for the supply and installation of modular structures.

C3.1.3. Order Of The Works
Sectional handovers are NOT applicable to this project.
C3.1.4. Existing Premises Occupied, Etc
The works will take place on a site incorporating a fully functioning school. Thus, bidder’s attention is drawn to the following specific requirements:
• Dust Control – Dust control to be implemented to the satisfaction of the Principal Agent
• Noise Control – No excessive noise during school operating hours
• Access Control – No learners are to be allowed near plant, equipment or Labourers

The contractor will be responsible for the temporary enclosure of the area occupied by him in terms of clause 6.2 of Section B of the Preliminaries (C2.2: Section No 1).

C3.1.5. Defined Works Area And Access
Details of the defined works area are described in clause 12.1.4 of the Schedule of Variables, Section B, Preliminaries forming part of the Bills of Quantities (C2.2).
For site locations and accessibility refer to Site Information (C4).

C3.1.6. Works Specifications
The items in the Bills of Quantities are to be read and priced in conjunction with and the descriptions regarded as amplified by the Model Preambles for Trades as recommended and published by the Association of South African Quantity Surveyors (2008 Edition) including any supplementary preambles and/or specification notes described/ contained in the Bills of Quantities (C2.2).
The Department of Public Works Specification of Materials and Methods (PW371 – A Edition 2.0) shall also apply to the Works.

1. The cluster consist of 5 school sites in the same region, but to visit all 5 schools you have to travel almost 400km. The biggest challenge id the logistics between the 5 sites. Two of the schools can only be reached via a 40km gravel road and not all the suppliers delivered to this point. Therefor material had to be delivered to a central point and then distributed to the other schools. The ready-mix suppliers also only supplied to three of the schools and we had to get another supplier at a higher rate to supply the other two schools. Accessibility for the crane was also a challenge when we had to erect the steel water tanks on a nine meter high stand.

2. During the rainy season these gravel roads was also not accessible by most of the delivery vehicles.

3. We also required supervision on all the sites in order to complete the project within the required period.

4. A further challenge was the information as this project have been set out on tender before each school have been designed and that created delays on the earthworks and platforms.

5. Also the appointment of two ‘main contractors’ for the modular structures with their platforms and earthworks and the civil works with all their own earthworks cause a lot of

coordination problems and delays.
